About RAL 010 70 15
For light colours that turning point lies lower than for dark ones. At L* 70 there is plenty of light to carry the colour, so a small amount of saturation already becomes visible. At L* 30 the same saturation would disappear entirely.
That is a handy rule of thumb when building a palette: the lighter the colour, the less saturation you need for the same visible effect.
