About RAL 020 70 10
That turning point lies lower for light colours than for dark ones. At L* 70 there is plenty of light to carry the colour, so a little saturation is already visible. At L* 30 the same value would disappear entirely.
Rule of thumb for building a palette: the lighter the colour, the less saturation you need for the same visible effect.
