By comparison: at this lightness the red hues reach 10, hue 060 reaches 15, and even the other yellow hues get no further than 20 to 30. Here it is 60 — a saturation that in red is attainable only in the mid-dark area, where only a tenth of the light is returned.
What you have here is the brightest saturated colour that exists: almost white in light output, and yet unmistakably yellow. That is not a design choice by RAL but a property of yellow itself — it is the only hue that lies close enough to white to be able to be both.
