That is not a typing error. At the boundary the system places the actual maximum value instead of the next round step, so that the outermost colour stays available. At this darkness red-orange cannot quite be saturated to 20 — nineteen is what the pigment reaches.
The colour itself is a very dark red-brown that shows its orange core only in daylight. Its use lies in structural parts and details where depth is wanted; as a colour for a surface there is too little light to work with.
